Quebec, the only province in Canada with French as its sole official language, may require proficiency in French for some immigration programs. However, pathways are available for non-French speakers who wish to immigrate to the province.

Certificat de sélection du Québec (CSQ):
Quebec immigration applications undergo two processes: selection at the provincial level and admission at the federal level. To immigrate to Quebec, applicants must meet the requirements for both selection and admission. Selection is demonstrated through a Certificat de sélection du Québec (Quebec Selection Certificate – CSQ), issued by provincial immigration authorities following a successful application.

Quebec Skilled Worker Program (QSW):
The Quebec Skilled Worker program (QSW) is a pathway to permanent residence, requiring applicants to demonstrate skilled work experience. QSW operates on a points-based system, with an Expression of Interest (EOI) submission through the online Arrima portal.

Quebec Experience Program (PEQ):
PEQ is a pathway to permanent residence for individuals with Quebec experience as temporary foreign workers or international students. PEQ applicants must demonstrate advanced intermediate knowledge of oral French and meet additional eligibility requirements.
Quebec Investor Program:
Applicants to the Quebec Investor Program must have net assets of at least CAD 2 million and the ability to invest at least CAD 1.2 million with a Quebec financial intermediary, potentially leading to permanent residence.
Quebec Entrepreneur Program
The Quebec Entrepreneur Program requires financial capacity, experience, and the intention to manage a business project in Quebec or acquire a business in the province.

Quebec Self-Employed:
The Quebec Self-Employed Worker Program allows self-employed individuals to immigrate to Quebec, requiring a minimum net asset of CAD 100,000 and two years of relevant experience.
Certificat d’acceptation du Québec (CAQ)
Certain temporary resident programs in Quebec require a Certificat d’acceptation du Québec (Quebec Acceptance Certificate – CAQ) for temporary stay authorization, including many study programs for international students.
Validated Job Offer:
For Quebec employers wishing to hire foreign nationals, a validated job offer, officially endorsed by MIDI, is advantageous in the Quebec Skilled Worker (QSW) program. Holders receive points and are exempt from QSW application quotas, subject to meeting specific requirements for the job position and foreign national.
Foreign National Requirements:
- Submission of identification documents, educational documents, CV, and a written employment offer.
- Possession of a license or certificate for regulated professions in Quebec.
- If already working for the employer, submit a copy of a work permit copy and three recent paystubs.
For foreign nationals with a temporary work permit from a Quebec employer, no proof of attempting to recruit a Canadian or permanent resident is needed. In other cases, employers must demonstrate recruitment efforts, emphasizing significant attempts to hire a Canadian before considering a foreign national. If all validated job offer requirements are met, the employer can apply for validation through MIDI.
